7. Approve 2nd and final reading of Ordinance #23-18WC establishing Agile Street, Aristides Drive, and Kempton Lane, located in Mccoy Place Subdivision Phase 5 as county roads and authorizing maintenance thereon and setting speed limits thereon.


8. Approve 2nd and final reading of Ordinance #23-19WC amending the budget of Warren County.


9. Approve 2-1-1 report for February 2023.


10. Make part of the record the Certificate of Liability Insurance for Intech Contracting LLC.


11. Approve determination in the amount of $11,190.80 to Avenu Insights for software annual maintenance for the Treasurer’s Office. (This is a single-source vendor.)


12. Approve determination in the amount of $14,713.00 to Stryker for an additional 5 AEDs for the Warren County Regional Jail. This purchase will be funded by the jail’s Canteen account at no cost to the general fund. (This is National Association of State Procurement Officials pricing.)


13. Approve determination in the amount of $4,250.00 to Sprouse Container for one 20 ft. container for the Warren County Justice Center to store mowing and outdoor equipment. (Three quotes were obtained. This was the lowest and best quote.)


14. Approve 1st reading of Ordinance #23-20WC Rezoning property located at 9970 and 9990 Alvaton Road from (R-E) Residential Estate to GB (General Business) containing approximately 0.98 acres and presently owned by NC Brands, LLC and Clint & Brenna Wiles.


15. Approve 1st reading of Ordinance #23-21WC Rezoning property located at 2172 and 2240 (portion) Mt. Olivet Rd. from (AG) Agriculture to RR (Rural Residential) containing approximately 7.88 acres and presently owned by William, Emily, Timothy, and Karen Garrity.

20. Accept lowest and best bid for health care services for the Warren County Regional Jail from Comprehensive Correctional Care in the amount of $1,280,000.00. (Four companies registered for proposals, and only two were responsive bidders.)


21. Accept lowest and best bid from Scott, Murphy, & Daniel, LLC for a safe room at the Plano VFD in the amount of $591,199.00.


22. Approve determination in the amount of $1,014.00 to Cummins Allison Corporation for the annual renewal of the license and maintenance agreement for the iFX Currency Imaging Money Counter with WSIN Integration System for the Bowing Green Warren County Drug Task Force. Total cost of this renewal is paid from the forfeiture account. (This is a single-source vendor).


23. Approve determination in the amount of $1,091 for one Dell Optiplex 5000 desktop computer for Warren County Treasurer’s Office. (Dell MHEC Master Agreement/State Price Contract).


24. Approve determination in the amount of $2,336.19 to Leachman Collision Center for damage to a 2021 F-15 Parks and Recreation Department truck that was damaged during the wind storms this month. (Three quotes were obtained. This was the lowest and best quote).


25. Approve determination in the amount of $2586.06 for parts to upgrade the Stormwater Backhoe. (Single Source Vendor. Paid for by Stormwater Management.)


26. Grant Judge Executive Doug Gorman authority to sign Household Hazardous Waste Grant Application and all related documents.


27. Approve Determination in the amount of $5535.00 to McGee Company for a Roller Jack for the Road Department to assist in repairing equipment. (3 quotes solicited. This was the lowest and best.)


28. Approve Determination in the amount of $9987.00 to E.F.I. for guardrail installation on Elrod Rd. for the safety of citizens. (This is a single-source vendor).


29. Approve Determination in the amount of $1076.29 to Palmer Trucks for repairs to Dump Truck #7 for the Road Department. (Lease vehicle, services must be provided by certified Kenworth Mechanic. This is a single-source vendor).


30. Approve the fiscal year 2023-2024 budget for Warren County Regional Jail.


31. Approve 1st reading of Ordinance #23-25WC Rezoning property located at 0 Anderson Road (portions) from R-E (Residential Estate) to (AG) Agriculture containing approximately 1.30 acres and presently owned by Southern Saw Homes, LLC c/o Chad Chaffin.


32. Approve 1st reading of Ordinance #23-26WC Rezoning property located at 5440, 5460, 5488, and 5538 Scottsville Road from R-E (Residential Estate) to (GB) General Business containing approximately 3.546 acres and presently owned by Jeff and Valerie Powell.


33. Approve 1st reading of Ordinance #23-27WC Rezoning property located at 0 Halls Chapel Road from (AG) Agriculture and R-E (Residential Estate) to R-E (Residential Estate) and (AG) Agriculture containing approximately .77 acres and presently owned by Robyn and Samuel Wilkey.


34. Approve the Warren County Regional Jail Inmate Rules, Rights, and Privileges Handbook that will be effective April 1, 2023.


35. Approve the Warren County Regional Jail’s Manual of Policy and Procedure that will be effective April 1, 2023.


36. Approve budget transfers for Warren County.


37. Approve determination in the amount of $31,500 to Bluegrass Insulation for replacement of three ducts on Buchanon Park Gym that were damaged significantly during the storm on March 3, 2023. (Three quotes were solicited. This was the only one returned, making it the lowest and best).


38. Approve lease for a 2022 Dodge Ram 2500 from Enterprise in the amount of $994.73 per month for Emergency Management. This will replace an F250 truck that will be sold and proceeds put toward the new truck lease. (This is state contract pricing. The current truck lease is paid in full.)


39. Approve February 2022 Treasurer’s Report.


40. Approve Resolution #23-28WC Rezoning property located at 0 Veterans Memorial Lane from (AG) Agriculture and F (Floodplain) to RM-4 (Multi-Family Residential), LI (Light Industrial), and F (Floodplain) containing approximately 75.58 acres and presently owned by Richard T.C. Wan, M.D., LLC.


41. Approve emergency determination in the amount of $3,981.00 to Tennis Technology for repair to a tennis court surface at Michael Buchanon Park that was damaged by flying bleachers during the recent storms. (This repair must be completed as soon as possible due to upcoming tournaments).


42. Approve Resolution #23-06 for the purchase of 16 Verity Print Bundles from Harp Election Services in the amount of $109,298.00 and authorize Judge Executive to sign all related documents to apply for the HB1 County Clerk Election Equipment Grant. (This expenditure will be fully reimbursed through a grant from the State Board of Elections. This is a single-source vendor.)


43. Approve lease agreement with RDK Assets, Inc for a 2023 Freightliner Grapple Truck in the amount of $5,500 per month for 24 months and ratify Judge Executive’s signature on all related documents. (Will be used for emergency disaster debris response. Price includes delivery and training.)
